Ok.
But what about the USB drivers? They aren't labelled 'AsRock' but I'm pretty sure they came from the AsRock disk/download.

They will probably be Asmedia, so just uninstall them as well, then restart immediately, and wait while Windows install all missing drivers.

There are two USB drivers. The AsMedia ones (Asmedia ASM104x USB 3.0 Host Controller Driver, version 1.16.15.0)- which definitely came with the AsRock download. I tried updating them but it caused a BSOD so I stuck with these; and the Intel ones (Intel USB 3.0 eXtensible Host Controller Driver)which I updated to version 3.0.5.69 just recently.
Should I delete both AsMedia and Intel USB drivers?

Interesting...
The ASmedia drivers that immediately reinstalled themselves are version 1.16.26.1. So that is a much newer version.
Oddly now there is no Asmedia driver listed in the Installed Programs page - but it's there in Device Manager so I guess it's there and working.
The Intel USB 3.0 eXtensible Host Driver has not reinstalled. So now for the moment it seems that some of my USB ports are not functioning - including the one that my Cubase eLicenser dongle was plugged into.
In Device Manager, under Other Devices, there is a yellow exclamation mark against Universal Serial Bus (USB) Controller and, under that, a yellow exclamation marked Unknown Device - I assume this is the dongle.
What's next?

You're welcome.

In Device Manager, right click on the marked USB Controller, select the Update Driver Software... option, then the Search automatically for updated driver software option, wait, then follow instructions.

If it finds and installs a driver, do the same for what was the Unknown Device, which should now be able to tell the system its name.

I already sneakily tried that, and I get a box saying 'Windows was unable to install your Universal Serial Bus (USB) Controller. Windows could not find driver software for your device.'

1. Plug your dongle into a working USB port so we can see if your system is functioning OK as a DAW.

then

2. Download and install the current Intel USB driver on the AsRock X99 Extreme6 download page. Can upgrade later.

Let me be straight here. I am trying to help you get to a stable system. However, if you keep wandering off the reservation, I cannot know what state you are leaving your system in between each step.

Please, if you really want my help, please take the steps I have recommended and NO others.

Now, did you restart your system IMMEDIATELY after uninstalling those drivers? That was important to make sure that the system cleaned the last remnants of them out, so that when the OS did its driver thing, it was as clean as it could be.

Gotcha - I'll just stick to your instruction.
When I uninstalled the Asmedia USB controllers they (or rather the newest versions) immediately reinstalled without having a chance to restart.
The intel eXtensible ones prompted a restart - which I did.

Meanwhile I have just completed your most recent suggestion - installing the intel USB driver from the Asrock page you linked to.
